Particularly, about the lack of reason in the arguments... I would have loved to see some form of official endorsement of FOSS from the Government. But maybe PC1345 was too much too soon. But what about e.g. reviewing procurement processes in large organizations such as UPR: are they at least impartial wrt. proprietary software and FOSS? Or e.g. spreading knowledge about FOSS: do the people who control the funds have sufficient information and understanding to adequately decide in favor or against FOSS for specific deployments. Just because a proposed law to foster Free/Open-Source Software (FOSS) did not pass, does not mean the Government has closed to door on FOSS. In my opinion all it means is that active support in the specific manner proposed will not be passed as law at this time.

I would have loved to see some form of official endorsement of FOSS from the Government. But maybe PC1345 was too much too soon.
