		<description>I wwould love to be optimistic as you are but I do not see that the Goveernment or the University is interested in moving seriously toward FOSS. They are enchanted with Microsoft all the goodies that the company offers.</description>

		<description>I can understand the frustration. Particularly, about the lack of reason in the arguments...

But I don&#039;t agree to the conclusion:

Just because a proposed law to foster Free/Open-Source Software (FOSS) did not pass, does not mean the Government has closed to door on FOSS. In my opinion all it means is that &lt;em&gt;active support&lt;/em&gt; in the &lt;em&gt;specific manner&lt;/em&gt; proposed will not be passed as law &lt;em&gt;at this time&lt;/em&gt;.

I would have loved to see some form of official endorsement of FOSS from the Government. But maybe PC1345 was too much too soon. 

But what about e.g. reviewing procurement processes in large organizations such as UPR: are they at least impartial wrt. proprietary software and FOSS? Or e.g. spreading knowledge about FOSS: do the people who control the funds have sufficient information and understanding to adequately decide in favor or against FOSS for specific deployments.

I think there are many opportunities here...</description>
