El mes pasado se public\u00f3 Tough Choices or Tough Times (PDF)<\/a> , un informe del \u00ab New Commission on the Skills of the American Workforce<\/a>\u00bb . En el mismo se ofrecen recomendaciones en torno a c\u00f3mo desarrollar un estudiante que pueda enfrentarse efectivamente a los retos del siglo 21. A diferencia de otros informes que terminan sin ofrecer recomendaciones concretas, Tough Choices or Tough Times nos brinda un modelo claro para transformar el sistema educativo. El informe comienza con esta declaraci\u00f3n:<\/p>\n

The core problem is that our education and training systems were built for another era, an era in which most workers needed only a rudimentary education. It is not possible to get where we have to go by patching that system. There is not enough money available at any level of our intergovernmental system to fix this problem by spending more on the system we have. We can get where we must go only by changing the system itself.<\/p><\/blockquote>\n
Algunos de las causas que se identifican en el informe son:<\/p>\n
1. Un buena cantidad de los maestros que se reclutan no han sido los mejores estudiantes universitarios.<\/p>\n
2. Hay una gran cantidad de estudiantes que no terminan escuela superior.<\/p>\n
3. El sistema ha ido empeorando a medida que pasa el tiempo.<\/p>\n
4. La desigualdad econ\u00f3mica en las familias afecta grandemente los logros acad\u00e9micos de los estudiantes.<\/p>\n
5. Hemos fracasado en motivar a los estudiantes para que valoren el trabajo y el esfuerzo.<\/p>\n
6. El sistema de compensaci\u00f3n para los maestros est\u00e1 dise\u00f1ado para compensar tiempo en servicio en vez de ataer los mejores estudiantes universitarios.<\/p>\n
7. El sistema de evaluaci\u00f3n recompensa a los estudiantes para ser bueno en trabajo rutinario pero no provee buenas oportunidades para la creatividad y la innovaci\u00f3n.<\/p>\n
8. El sistema es uno altamente burocr\u00e1tico en donde la gente que tiene las responsabilidades no tiene el poder y lo que tienen el poder no tienen las responsabilidades.<\/p>\n
9. Hemos hecho muy poco para proveer educaci\u00f3n continua a los adultos.<\/p>\n
Ante este panorama obscuro se sugiere lo siguiente:<\/p>\n
It is that we do not need new programs, and we need less money than one might think. The one thing that is indispensable is a new system. The problem is not with our educators. It is with the system in which they work. That is what the new Commission focused on. And it is the implementation of this system that will take courage and leadership.<\/p><\/blockquote>\n
Caracter\u00edsticas de este nuevo sistema:<\/p>\n
1. Un sistema de evaluaci\u00f3n que nos deja saber si el estudiante al terminar su escuela superior ha adquirido el conocimiento necesario para pasar a la Universidad. Si no pasa este examen se le dar\u00e1 la oportunidad de seguir prepar\u00e1ndose hasta que lo apruebe.<\/p>\n
2. Este sistema motivar\u00e1 a los mejores estudiantes de escuela superior a seleccionar la carrera del magisterio. Para lograr esto se aumentar\u00e1 significativamente los sueldos de los maestros.<\/p>\n
3. Invertir\u00e1 recursos para mejorar los programas de pre-escolar (3-4 a\u00f1os).<\/p>\n
4. Desarrollar un curr\u00edculo que refleje las necesidades del presente y los requisitos del ma\u00f1ana<\/p>\n
5. \u00abThe schools would have complete discretion over the way its funds are spent, the staffing schedule, the organization and management of the school, the school’s schedule and its program, as long as it provided the curriculum and met the testing and other accountability requirements imposed by the state.\u00bb Con esto se promueve la auto-gesti\u00f3n de las escuelas y se fomenta la responsabilidad de los miembros.<\/p>\n
6. Se ofrecer\u00e1 una educaci\u00f3n pre-escolar de calidad.<\/p>\n
7. Ofrecer\u00e1 apoyo a los estudiantes que m\u00e1s lo necesitan.<\/p>\n
8. \u00abSo we propose that the government of the United States create Personal Competitiveness Accounts enabling everyone to get the continuing education and training they will need throughout their work lives. The government would create these accounts for every baby when born, with an initial deposit of $500, and continue to contribute at a lower level until that young person is 16, and later if the account holder was earning very little. The account holder could use the money to pay for tuition at any accredited institution for any work-related program of study, as well as books and fees\u00bb. Esta recomendaci\u00f3n me parece excelente ya que promover\u00e1 el mejoramiento continuo.<\/p>\n
Este informe fue rese\u00f1ado en la revista Time bajo el t\u00edtulo How to Bring Our Schools Out of the 20th Century<\/a>. El mismo comienza con la siguiente historia:<\/p>\n

Men and women dash about, talking to small metal devices pinned to their ears. Young people sit at home on sofas, moving miniature athletes around on electronic screens. Older folk defy death and disability with metronomes in their chests and with hips made of metal and plastic. Airports, hospitals, shopping malls–every place Rip goes just baffles him. But when he finally walks into a schoolroom, the old man knows exactly where he is. \u00abThis is a school,\u00bb he declares. \u00abWe used to have these back in 1906. Only now the blackboards are green.\u00bb<\/p><\/blockquote>\n
Y en muchas escuelas y universidades no ha cambiado ni el color de las pizarras.<\/p>\n
Por otro hay evidencia de que est\u00e1 naciendo un nuevo paradigma. En ese mismo art\u00edculo del Time se cita al Superintendente de las escuelas de Michigan diciendo: In the 21st century, the ability to be a lifelong learner will, for many people, be dependent on their ability to access and benefit from online learning,\u00bb Para graduarse de una escuela superior en Michigan es requisito tomar un curso en l\u00ednea.<\/p>\n
A pesar de que Tough Times or Tough Choices es un informe dirigido al sistema educativo estadounidense tiene a mi entender mucha relevancia para lo que est\u00e1 pasando en nuestra Isla. Puede uno no estar de acuerdo con algunas de sus recomendaciones pero nos parece acertada la idea de no hacemos mucho poniendo parchos.
